Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are issued from multiple capitals. Significant resources is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by allied countries. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's vital need on international aid – a reliance that regional partners are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to force Russia to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Conclusion and Outlook
It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
